The TRICARE Overseas Program (TOP) is the Department of Defense's managed health care program for the beneficiaries outside the Continental United States. The TRICARE Overseas Program blends many of the features of the Continental United States while allowing for significant cultural differences that are unique to foreign countries and their health care practices.
