Better Opportunities for Single Soldiers

The Fort Bragg Better Opportunities for Single Soldiers Program (BOSS) supports the overall quality of life for the 29,000 plus single and unaccompanied soldiers (including single parents) on the installation. The BOSS program supports the chain of command by identifying the quality of life issues and concerns by providing recommendations for improvement.

It assists single Soldiers in identifying and planning recreational and leisure activities that are offered in a safe and exciting environment. It provides an opportunity for single soldiers to participate and contribute to their respective communities and gives the individual a sense of responsibility and involvement.

The BOSS program is vital to overall mission accomplishment and serves as a unified voice for single soldiers. Find out more about your unit and installation program so BOSS can become one of your many tools for success.

Military Outstanding Volunteer Service Medal (MOVSM)

Volunteering, BOSS, and the MOVSM
We are often asked about the Military Outstanding Volunteer Service Medal (MOVSM) and how BOSS helps you get it. We want to dispel some of the smoke on the subject and give you the facts, as well as providing you the opportunity.

Why do I want the MOVSM?
The MOVSM is worth 10 promotion points (It used to be 15 points as established by the Milper Message mentioned below, but with the change in the Promotion Point System, it became 10 points), looks great for going to the board, and looks sharp on your ASUs. It is an award that you don’t see as often on other Soldiers, and thus you stand out, make an impression, and set yourself apart from your peers as a rounded Citizen-Soldier.

Can I get approved for the MOSVM through the Fort Bragg BOSS Program?
Yes! Soldiers who volunteer with BOSS can get approved through the Fort Bragg BOSS Program through the Garrison Command at 150 Hours! Keep in mind that this is Fort Bragg Garrison Command’s standard and not the standard for every Unit on Fort Bragg. Read below regarding hour requirements for other Units. Your 150 hours does not only need to be Volunteer Hours logged with the BOSS Program, but it does need to be meticulously logged and tracked to ensure that it gets signed. What is the guidance for awarding MOVSM promotion points?
Reference Milper Message Number 09-165. “Effective immediately, soldiers who achieved the Military Outstanding Volunteer Service medal (MOVSM) will be awarded 15 promotion points in the Awards and Decorations category. In order to receive the proper credit, Soldiers will need to verify that the award is listed on page one of the 3355 along with 15 award points, save and initial the 3355.”

What do you have to do to be awarded the MOVSM?
According to AR 600-8-22 Chapter 2, Section 23, the MOVSM is awarded for “outstanding volunteer community service of a sustained, direct, and consequential nature.” Basically, you need to volunteer early and often. Being a regular volunteer is what helps make the MOVSM go through, which means not just volunteering with BOSS, but volunteering wherever you can to help make a difference.

How many hours do I have to volunteer to qualify?
There is no specific period of time you must volunteer to qualify for the MOVSM, and the decision to award it comes from your Chain of Command’s discretion on whether your sustained volunteering has merited the special recognition awarded by this medal. It is important to remember, though, that individual Units, Battalions, and Brigades often have their own memorandum stating that they require their soldiers to have a set amount of hours before it can be signed off on. Make sure to ask your Chain of Command on Battalion or Brigade standards, but don’t let them tell you the Regulations require a specific amount of time. (Reference AR 600-8-22 Chapter 2, Section 23) It cannot be awarded for a single event and it is awarded for volunteering regularly and showing support for your community, both civilian and military.

What does BOSS do to help me achieve my MOVSM?
One of the Three Pillars on which BOSS is based is Volunteer service. We volunteer regularly around Fort Bragg and the surrounding area, offer the means to log your hours through My Army OneSource, and can get BOSS Soldiers approved for a MOVSM through the Garrison Command at 150 hours! It is important to remember that we are helping you get your foot in the door to volunteering, and can help connect you to even more volunteer opportunities on the post, but we should not be your only volunteering if you wish to work towards the Military Outstanding Volunteer Service Medal.

Class Descriptions

  • Rings
    Learn to measure for and create unique fine silver (.999) rings to adorn your fingers! You will learn to create our ring around a ring mandrel while incorporating a fine silver setting. After finishing and polishing you will learn to set a natural gemstone and proudly show off your beautiful creation! All supplies are included for one ring.
  • Pendants
    Join us while we each create a one-of-a-kind pendant out of Silver Metal Clay. You will learn to shape, add texture and set a gemstone. Your finished piece will be Fine Silver (.999). No prior experience with Metal Clay is required to create this project. Students must be at least 18 yrs old to attend.

Where is Frame & Design Arts located?

Frame & Design Arts is located in the RecPlex, Bldg 454, Armistead St on Pope Army Airfield. North Bragg Auto Skills Center is in the same location.

Directions: Enter the Airfield at the intersection of Butner and Armistead St. Travel approximately 1 mile on Armistead; we are on the left, across the street from Woodland Park, just past the Express Shoppette/gas station. Turn into the parking lot and we are located on the backside of Bldg 454.

 What programs do you currently offer?

In the fall we support the annual Army Digital Photography Contest; in the spring we support the Annual Army Arts & Crafts Contest. More information on the annual Army Contests can be found at Army MWR.

Do you offer custom designed and personalized products?

Yes, we do! Let us design and custom frame your memorabilia; need a plaque or award? Visit us to see some of our unique designs. From frames and awards to mugs, mousepads, and more! We can personalize that special item for you. We also have a variety of handmade shadowboxes, coin racks, and flag cases. Need a specific size? No problem, we’ll have one custom built for you!

Are you able to embroider miniature Unit colors, logos, or monograms?

Absolutely! We can personalize that special item with logos or monograms; stitch miniature colors for framing or put your logo on just about anything.

I need to have my order shipped to me; is this possible?

Certainly! Packing and shipping charges will apply to your order, but we will be glad to ship for you.

Do you accept the Government Purchase Card for payment?

We sure do! Feel free to utilize the GPC for any of your authorized purchases. We also accept Visa and Mastercard. Your unit funds and recycling vouchers may also be redeemed with us.

How do I qualify to use the Do-it-Yourself Frame Workshop?

The DIY frame workshop is open for those that have had a class in framing. Classes to learn will be forming soon.

Typically, we offer classes on mat cutting and framing on a monthly basis. Upon successful completion of these classes, you will be qualified to use the DIY workshop to create your own framings. Did you learn to frame at another post? Just bring in your qualification card and we’ll get you set up to use the DIY workshop. Equipment available for your use includes straight line mat cutters, material cutters, dry mount presses, and molding choppers. We also stock a wide assortment of mat board, frame moldings, backing boards, glass, and other materials needed for your projects.

Throckmorton Library Fort Bragg

About the Library

Gen. John Lathrop Throckmorton, a veteran of World War II, Korea, Vietnam, and the Detroit riots, commanded both the 82nd Airborne Division and the XVIII Airborne Corps during his time at Fort Bragg. He later retired after over 35 years of service.

The Throckmorton Library was built in 1997. It replaced the earlier post library on Macomb Street, near where the 82nd Sustainment Brigade’s post office now stands.

Curbside Book Pickup

  • Throckmorton Library is offering a curbside pickup program to allow scheduled checkout of library materials.
  • Holds placed online will be scheduled for pickup on Mondays & Wednesdays 10 a.m. – 6 p.m. and Fridays 9 a.m. – 4 p.m.
  • Upon arriving at the scheduled time, have your DOD ID ready, and call 910-396-1717. A librarian will be with you shortly with your items.
  • If you do not currently have a library account, you may either digitally sign and submit DA Form 7745 to [email protected] or complete a paper copy at the library.

Account Creation

A virtual account will provide access to the full range of digital offerings provided by the MWR Library System.

Only Sponsors and Spouses are authorized to create library accounts. If you would like to create a virtual account with Throckmorton Library, you will need to complete Form DA 7745 and send it to the following address: [email protected].  To have your account created, all fields must be filled out, except for #7 (Optional, but please note that accounts can only be created for those 10 years or older).

At the bottom of the form, the Sponsor will need to digitally sign field 2 using their CAC card. If the Sponsor is unable to do so, they or their Spouse may request an exception at [email protected] or bring their signed and printed form to the library with Military ID for verification (knock on the door for service).

Using the Library

Getting a Library Card

  • Eligibility
    • Children must be at least 10 years of age, with a dependent ID card. Children are not authorized to register themselves, no matter the age. Sponsor or spouse must present one of the valid identifications:
      • Department of Defense ID cards
      • Installation Pass (if garrison commander-authorized)
      • Foreign military ID cards
      • State Department ID cards
    • Eligible users include:
      • Active Duty, Reserve, and National Guard (including family members)
      • DoD and Army Civilians (including family members)
      • Retirees and their family dependent
      • Contractors on Fort Bragg
      • Army Veterans with 100% disability
    • For a full list of eligible users, see AR 215-1, Military Programs & NAF Instrumentalities, paragraph 7-1h, 24 SEPT 2010.
    • In order to sign up for a library account, the sponsor or spouse will need to fill out DA Form 7745. The form is also available at the library and online via the Army Publishing website. Only one form is needed per family.

Computers and the Internet

  • Internet & Wi-Fi
    • The library provides Internet access in compliance with federal regulations via the NIPRNet (Non-classified Internet Protocol (IP) Router Network). Our computer lab, the Internet Café, contains 75 CAC-enabled computers, three of which are 15-minute express computers. Initial sessions on all others are two hours long, with the option to extend from your computer at the 5-minutes remaining mark for one hour. This can be done multiple times throughout the day. Please note the computer lab closes 15 minutes before the library closes.
    • Wireless internet access is free. The network names are FB_LIBRARY_1.5 and FB_LIBRARY_2.5, and should connect automatically on most laptops.
    • The library’s wireless networks are not secure. Information sent from or to your laptop can be captured by anyone else with a wireless device and the appropriate software. We encourage users to observe standard security practices in relation to passwords and credit cards. The library is not responsible for any losses.
  • Printing & Copying
    • Printing is available from library computers. The cost is 10 cents/page and are currently in black & white and single-sided. Quarters, dimes, and nickels only.
    • Copying service is also available. There are two photocopiers – one in the computer lab, and one near the Information desk. Copies made in the computer lab can be done in either black & white (15 cents/page) or color (25 cents/page). Copies made near the Information desk are black & white only at a cost of 10 cents/page. Both copiers can do two-sided copying. Library printers and copiers use only library-supplied paper and are cash/coin only up to a $10 bill.
  • Typewriters, Fax, and Scan
    • A fax machine is available and is located in the computer lab. The fax machine and the color copier are part of the same multifunction device. Faxing is $1 for the first page and 95 cents for each additional. Cash/coin only up to a $10 bill.
    • The library currently does not provide typewriters or scanning services.

Borrowing, Fines & Fees, and Clearing Post

  • Borrowing
    • Besides fiction and nonfiction titles, the library offers DVDs and Blu-Ray, including new releases, TV shows, and children’s. We also have study guides and practice tests, foreign language material, and video games for the Xbox One, PS4, Nintendo Switch, Xbox 360, PS3, Wii and Wii U.
    • Per ID Cardholder, patrons may check out: books and audiobooks for three weeks; up to 10 music CDs for three weeks; up to 10 DVDs or Blu-Ray for one week (films) or two weeks (TV series); and 5 video games for one week. Magazines may be enjoyed in-house but are not able to be checked out. For temporary (less than 30 days) and short-term visitors (1-6 months), some restrictions will apply.
    • You may renew materials that are not requested by another customer by phone or online. To renew online, you must first set up your PIN at the library’s website. Click on “Forgot or need a PIN?”.
    • The maximum number of times an item can renew is 2. At the end of your second renewal, the item must be returned and remain in the library for 24 hours to give other customers an opportunity to check it out.
    • An outside book drop is available at all locations for materials returned after hours.
  • Fines & Fees
    • While the library does not charge overdue fees, there is a consequence for lost, damaged, or destroyed items: Military and civilian sponsors may be charged with financial liability when the loss, damage, or destruction of library materials is the result of negligence or willful misconduct on the part of the family member. There are 2 options for restitution:
      • The library’s preferred method of restitution is payment via exact cash or money order. The funds collected from fee payments go directly towards the improvement of the library’s services to the public.
      • Army Regulation (AR) 735-17, Accounting for Library Materials, paragraph 2-8b, 28 APR 2015, requires item replacement from borrowers who lose, damage or destroy library materials with:
        • An identical copy (example: replacing a hardcover with another hardcover of the same title) NOTE: A red sticker on the spine of certain books indicates that it is a leased title. The library will only accept identical replacements or payment for these titles.
        • A satisfactory reissue of the same item (example: replacing a hardcover with a paperback of the same title)
        • An item of the same type of medium of equal value, as determined by library staff (example: replacing a $20 DVD with another DVD of a different title valued at $20 or more). NOTE: Proof of value is required in the form of the purchase receipt.
    • Unauthorized copies of copyrighted materials are not accepted for the purpose of restitution.
    • Items replaced in-kind and payments made for lost, damaged, or destroyed Army property do not constitute a sale of Army property. Title to such property remains with Government, per AR 735-5, Property Accountability Policies, paragraph 2-1f, 10 MAY 2013.
    • All replacements must be in brand new, never owned condition.
  • Clearing Post
    • Per Fort Bragg Regulation 600-8-101, paragraph 3-1a, 21 JAN 2016, no soldier owing debts to the U.S. Government or its instrumentalities will be cleared for departure until either the debts are paid or the Soldier’s unit commander and the local finance officer are notified. All items on the sponsor account, as well as each family member account, must be returned to the library prior to clearing. If an item has been lost, damaged, or destroyed, please see Fines & Fees above, to find out what needs to happen in order to remove the item from your account. This same regulation, paragraph 3-1j, requires that soldiers out-process in duty uniform which meets the standards prescribed in AR 670-1. Physical training garments are not duty uniforms.
