The Office of the Secretary of Defense (OSD) originally established the policy for the payment of utilities in Public Private Venture (PPV) housing to encourage energy efficiency. The RECP transfers the responsibility for energy consumption from the PPV partner to the PPV resident. The program was designed to set a reasonable range for normal gas and/or electricity consumption. The program is mandated by the Department of Defense and the Department of the Navy, and as such, is in alignment with their energy conservation initiatives. This initiative will help to reduce our dependence on foreign oil and over-use of electricity but also encourages good stewardship of our nation’s resources. Money saved through this program will go back to the families living in Hunt military housing via capital reinvestments, renovations, community amenities, etc. Here are the basic details:
Hunt MH Property Management, LLC (Hunt), in conjunction with Navy leadership, has established “like-type” groupings of PPV homes based on neighborhood, size (square footage of the home), number of bedrooms, and year built. Family composition/number of residents in the home is not a factor in compiling like-type groups. A monthly energy usage average (gas and/or electric) is calculated for each like-type group of homes, taking into account seasonal variations.
A 10% buffer above and below the monthly usage average creates what is called a “normal usage band” for any given like-type group of homes. The buffer was established to help account for minor variances in the individual homes and family demographics.
Residents who are mandated by the Navy to participate in RECP, referred to as Qualified Military Tenants (QMTs), whose usage falls fully within the normal usage band will neither pay nor receive a credit: their energy consumption will be covered by their Basic Allowance for Housing (BAH). QMTs are required to pay for energy consumption that falls above the normal usage band established for their like-type group. QMTs whose consumption falls below the normal usage band will be eligible to receive a credit!
QMTs will receive a monthly statement showing their consumption as compared to the normal usage band for their like-type group, along with an indication of money owed or credited, if applicable.
Through this website you will be able to securely log in and monitor your consumption as well as compare to the other like-type homes in your group. You can also pay amounts owed through this “resident portal” and monitor any credits you may have earned.
